What exactly qualifies as a tileset? I know in general, an image that blends seamlessly with itself within an array, but are there any additional caveats when concerning pixel art? Also, so long as the end result fits within the style, is it in keeping with the intention of this thread if it's not done in a more traditional way?

@Avocado: Requirements for tilesets are often different project to project depending on styles and dimensions needed for the game. I don't think there's a hard and fast rule that must be followed, though I know many RPGMaker assets in particular tend to use the same dimensions. Aside from that I believe the intention of the thread is to hand pixel rather than using tool assisted shading. I'm not sure if that answers your question or not.

Seems the first question was answered pretty well. I'm not familiar with these shrink/grow methods. I dont imagine it'd be a problem as long as it is pixel art you're creating yourself <3
@avocado: I think that's ok as long as you're cleaning it up and maintaining that limited palette. That's my take on it anyway. I use the transform tools a lot when animating and it's not like it's a perfect thing. It almost always needs clean up.
I'll also add that you're not required to draw the thread's biweekly themes. Those just give everyone something to work on together for fun.

What if I use a 3D object that I made, and applied a pixel angle map (that I also made)? It doesn't do things like cast shadows or light bleed, so it always need additional shading. It's good to get a quick idea on the screen. And where do you stand on color ramps?

Hmmm I think the general consensus on that (from what I've read but feel free to chime in) is that if it's something you could reasonably achieve by hand and are just doing it to save a little time, then it's fine.
