Here are my boys. Mallow and Tumbleweed. Mallow (white) is a big dumb himbo and Tumbleweed (gray) is very particular about EVERYTHING and way too smart for his own good.

Yes the parakeets are noisy. Especially the boys. I have a big cage with all the males and the females are in various other cages since a lot of time females can get territorial and will fight with other females. I even have one parakeet named Cuddles who can talk.

oh Heck no. If I let them fly around the room, I'd go crazy. Plus they like to play "keep away" any time I try to get them back into the cage when they DO get out. They'll fly across the room from cage to cage to avoid me. Most of them are ones I bred, so they're all tame as far as getting on fingers and not biting but I quit working with most of them, so they like to avoid me like the plague. Only a few will actually not play the silly game. Plus my room is messy as hell and I wouldn't want them getting stuck behind something I can't move.
