I honestly think users should be able to nominate and vote for avatars as on Caedon They have judges offer their services for judging
and have users nominate their favorite avatars.
I personally like that system when it comes to avatar of the week.

I think iced coffee would be my favorite next to Milk Coffee.
My mom raised me up on Milk Coffee. though it was Mostly milk and only 10% coffee. :vanora_xd:
