@vitreus: Yeah. I planted lots of flowers (different types, I have all of the flowers on my island), adding fences and making sure that you don't have a lot of stuff lying around like dropped items or DIYs. Also placing lots of different kind of furniture helps too.
Oh and I think you have to have 7-8 villagers?
