what item(s) are inside these bags? are these basically a gacha RIG? or is it a loot box?

If you click on the bundle you can see what items are contained inside. The bag you get to choose one item, the box you get a full set.

Oh, I'm sorry, I meant in your inventory. It's basically a set of the event items.

Pretty much everything Pie said. Bundle will give you every event item (even the trick and treat items), the goodie bag lets you choose from one event item (even from the trick and treat items).
