Vregory approaches the tide pool. It's teeming with crabs and other small creatures. They're adorable.
At your sage guidance to get a better look at the sea life and distant shiny object, Vreg enters the body of water and almost immediately regrets it. The crabs claw and pinch at his feet and it hurts. Ouch!
He doesn't blame you as he escapes their wrath, but Eugene gives you a hard squint.
Climbing the rocks will not work for Vreg either, as they are too sharp and slippery for his delicate feet, and the necklace is too far to simply reach out for. You're going to need to find another way to obtain it.
