Yeah mine started with dropping them in his water bowl, then evolved to the toilet, where he prefers to have a drink. I looked it up before and it's a natural instinct thing. Can't remember exactly what it meant XD but it's pretty normal supposedly

@Seo: Huh. I'll have to look into the actual reasoning for it. It's just such a strange behavior. I had never had or know a cat to do it until this one. Although it isn't a super frequent occurrence. Possibly because I keep throwing out the soggy toys so he might have figured out that "drowning" his toys mean he doesn't get them back...
